NONSTRUCTURAL MASS VERIFICATION - SINGLE ELEMENT DECKS WITH
"MASS" UNITS.
Verifies nonstructural "total mass" distribution in proportion
to the element mass.
The elements in ELSET "noscale" have density that is 8 times that
of those in elset "scale", but both have equal volume.  A third
of the "noscale" elset mass is given as nonstructural mass 
for "element mass" proportional distribution.  This will raise the 
effective density in both elsets by factor 35/27 while still
leaving them in 8:1 ratio.
